Lawmaker wants postmark accepted as date payment made

In order to crack down on what he sees as unfairly high late payment fees on certain bills, Rep. Robert Spada, R-North Royalton, introduced legislation last week to require that credit card companies and utility service providers recognize the postmark date of a bill payment as the date received.
