Bill would establish limited public forum for student speakers

In addition to sponsoring a bill that would authorize public school students to engage in religious expression before, during and after school hours in the same manner and to the same extent that a student may engage in secular activities or expression, Rep. Bill Hayes is leading the way on a measure to require school districts to establish a limited public forum policy for student expression.
