  • LEGAL ADVERTISEMENT Sealed bids will be received by the City of Trotwood Planning & Development Department for the Main Street Corridor Streetscape Improvements Project until 4:00 P.M. on Friday, March 26, 2010 at the Trotwood Government Center, located at 3035 Olive Road (second floor). Bid openings will take place one minute past the 4:00 P.M. hour. The work scope consists of streetscape improvements including enhancements related to landscaping along the Main Street Corridor frontage, as well as public transit improvements. One Prime Contract is required for the installation of poured-in-place concrete barrier curbing for designated landscape areas on scattered sites located on the corridor. In addition, the project also provides for the installation of concrete slabs at multiple locations on the corridor, in preparation for the placement of public transit benches. Plans and specifications will be available at the City of Trotwood Planning & Development Department, 3035 North Olive Road, Trotwood, Ohio 45426, for a nonrefundable cost of Thirty-five dollars ($35.00), made payable to the City of Trotwood. Pursuant to 153.54 et seq. of the Ohio Revised Code, the bidder shall submit a Bid Guaranty in the form of either a: 1) Bond for the full amount of the bid; or 2) Certified check or cashier's check or letter of credit pursuant to Chapter 1305, Ohio Revised code, in the amount of TEN PERCENT (10%) WHICH MUST BE ENCLOSED WITH THE BID. The successful bidder must replace the 10% Bid Bond with a one-hundred (100%) Performance Bond upon award of the Bid. Failure to submit a bid bond, certified check or cashier's check will result in the rejection of the bid. A Bidder/Contractor will be deemed committed to the goals of Section Three of the Housing and Urban Development Act, as amended 12U.S.C. 170IU (135.20) (B) assurance of Compliance with Regulations and the Department of Labor's Contractor Affirmative Action Requirements (41 CFR Part 60-4) by submitting a properly signed bid. A Bidder/Contractor will be required to achieve Minority and Women Business Entrepreneur participation in the contract, or clearly demonstrate and document a good faith effort to achieve said participation to be eligible for contract award. These participation goals include the following: 11.5% MBE and 6.9% WBE. Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex or national origin. This work is also subject to the conditions for contractors in the U.S. Department of Housing and Urban Development, Community Development Block Grant and Executive Order 11246 as amended. OHIO PRODUCTS: The recipient shall to the extent practical, use and cause all of its contractors and subcontractors to use Ohio products, materials, services and labor in connection with the project. A mandatory pre-bid conference shall take place on March 17, 2010, at 9:00 A.M. at the Trotwood Community Center, 4000 Lake Center Drive, Trotwood, Ohio. Bidders/Contractors absent from the pre-bid conference will be subject to bid disqualification. Bids shall be enclosed in a sealed envelope identified as MAIN ST. CORRIDOR STREETSCAPE PROJECT. Further, the sealed envelope must also bear the full name and address of the bidder. The City of Trotwood reserves the right to accept or reject any or all bids. Carl J.
