INVITATION TO BID
The City of Union will receive sealed proposals at the City Manager's Office, 118 N. Main Street, Union, Ohio for the:

Bids will be received until 11:00 o'clock A.M., local time, on March 10, 2010, at the office of the Owner as listed below.
Bid packages may be delivered by U.S. Mail, express carriers, etc. or may be hand delivered between the hours of 8 A.M. and 3 P.M., Monday through Friday to the office of the Owner. Bids shall be addressed to the City of Union, 118 N. Main Street, Union, Ohio 45322 and shall be marked "Sealed Bid-Old Springfield Road Sanitary Sewer Extension-Material Purchase".
Bids will be opened and read on Wednesday, March 10, 2010 at 11:00 o'clock A.M., local time, at the City Manager's Office:

The project generally consists of the supply and delivery of approximately 10,360 feet of 15 inch PVC SDR 35 Sanitary Sewer and 37 precast concrete manholes.
Contract Documents may be examined at the following locations: Dayton Builders Exchange, 2077 Embury Park Road, Dayton, Ohio 45414; F W Dodge Plan Room, 3077 Kettering Blvd., Suite 301, Moraine, Ohio 45439-1949; the office of the Owner and the office of the Engineer.

Plans, specifications and bidding documents may be obtained at the office of the Owner, (937) 836-8624, upon a NON-REFUNDABLE deposit of $40.00.
Each bid proposal must be made upon the blanks furnished with the Contract Documents and must be delivered to the Office of the Owner, in the methods described above, previous to 11:00 o'clock A.M., local time, on the date specified.
Bidders who submit a Bid must be a Plan Holder of Record at the Issuing Office. Bids from Bidders who are not on the Plan Holders List may be returned as not being responsive. Plan Holders are requested to provide an e-mail address if they wish to receive addenda and other information electronically.
No Bid will be received unless accompanied by a Bid Guaranty equal to at least 100% of the maximum Bid, or a certified check, cashier's check, or letter of credit equal to at 10% of the maximum Bid, payable to the Owner as a guarantee that after the Bid is accepted, the Bidder will execute and file the Agreement and 100% Performance and Payment Bonds within 10 days of the Notice of Award.
All Contractors and Subcontractors involved with the project will, to the extent practicable, use Ohio products, materials, services, and labor in the implementation of the project. Domestic steel use requirements as specified in Section 153.011 of the Revised Code apply to this project.
Contractor compliance with the Equal Employment Opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required. The successful Bidder will be required to complete the "Declaration Regarding Material Assistance/Non-Assistance to a Terrorist Organization" (DMA) in accordance with ORC Section 2909.32 and 2909.33.
Bids of corporations not chartered in Ohio must be accompanied by proper certification that the corporation is authorized to do business in Ohio.
Any Bid may be withdrawn prior to the scheduled closing time for receipt of Bids, but no Bidder shall withdraw his Bid within 60 days after the actual opening thereof.
Contract Award shall be made based on the lowest responsive and responsible Bidder.
The City of Union reserves the right to reject any or all proposals, to waive any informalities or irregularities in the bids received, or to accept any bid which is deemed most favorable to the City of Union.
